“TREINTA AÑOS NO ES NADA”

El próximo 2 de agosto se cumplen 21 años del inicio de una crisis que termino en una guerra sin termino y en la que la Argentina tuvo participación. A la vista de aquellas jornadas cabe preguntar ¿Qué aprendizaje sacó el país sobre esta experiencia?

Las llamadas telefónicas entre el enlace de la CIA en Jordania y Washington fueron intensas a medida que avanzaba el mes de julio de 1990. Algo se estaba cocinando en la región que implicaría el giro brusco de la política exterior norteamericana con uno de sus aliados árabes. El ascenso de George H. Bush a la Casa Blanca un año antes había marcado el comienzo de esta nueva etapa en la que había que deshacerse de viejos socios que ya no eran necesarios para la nueva geopolítica de los Estados Unidos.

 Según la mentalidad del nuevo mandatario, un ex jefe de la CIA con mucha experiencia en estos asuntos sabía que había que hacer una limpieza en casa y fue por ello que comenzó deshaciéndose de todo lo que comprometiera a su administración. No olvidemos que fue así como invadió Panamá en 1989 y saco del medio a su pupilo y amigo Manuel Noriega.

Aquello se vinculaba con las conversaciones que estaban llevando a cabo los iraquíes y kuwaities en la ciudad saudita de Jeddah a orillas del Mar Rojo originadas por acusaciones cruzadas entre ambos por el robo de petróleo en los campos petrolíferos limítrofes. El final de la guerra contra Irán había dejado a Iraq endeudado por los millonarios préstamos y la provisión a cuenta de armamento autorizado por Washington y Saddam Hussein al ser informado de que había perforaciones inclinadas por las cuales los kuwaities estaban robando crudo en “Al Rummailah” hizo que fuera más persistente y enfático en los reclamos por las deudas que Kuwait tenía con Iraq.

Ciertamente que lo que estaban haciendo los kuwaitíes era una canallada pero, no actuaban solos o al menos la idea de sacarle el petróleo a Iraq con estas maniobras no eran del todo propias. Según se supo un tiempo después la CIA había instigado a los kuwaitíes a cobrarse por las deudas impagas de Bagdad y al mismo tiempo incitaban a los iraquíes a que actuaran propinando un escarmiento contra estos malos primos. Por supuesto que estas maniobras sucias nunca salieron a la luz en los libros de historia convencional, pero todo eso no pudo taparse por mucho tiempo. Cuando la embajadora norteamericana en Bagdad April Glaspie en aquel 25 de julio se entrevistó con Saddam Hussein sin saberlo, puso en marcha la jugarreta de sus empleadores en Washington y fue por ello, que al quedar en evidencia los contra sentidos con el Departamento de Estado un tiempo después fue apartada del servicio y obligada a guardar silencio.

A Glaspie se le dio un libreto para que se lo trasmitiera a Saddam y éste al creérselo no advirtió que estaba mordiendo el anzuelo que dispararía la invasión a Kuwait y con ello proveer la excusa perfecta para que EEUU interviniera masivamente en la región. Cuando trascendieron los contenidos de estas conversaciones y muchos comenzaron a cuestionar lo que la Casa Blanca buscaba en realidad, los superiores de la embajadora negaron todo e inmediatamente retiraron a Glaspie del escenario público para apartarla de los medios y así evitar más controversias.

El ya conocido doble rasero estadounidense se desplegó en esta ocasión para elucubrar un reinicio en la política exterior de Washington de cara a blanquear una ambición estratégica que era compartida y respaldada por Tel Aviv. En este sentido Israel tuvo mucho que ver en la guerra entre Irán e Iraq y pese a que en apariencias actuaba (muy discretamente) conforme y detrás de los intereses de La Casa Blanca en el fondo, actuaba en beneficio propio y en ese sentido, perpetuar la guerra de desgaste entre ambos enemigos islámicos era una oportunidad estratégica que no podían desperdiciar. No hay que olvidar que para Israel el Iraq de Saddam Hussein era un rival regional muy difícil de ignorar y que durante años, especialmente durante la gestión ultraderechista de Yitzaak Shamir habían infructuosamente tratado de desestabilizar al país árabe e incluso, intentando asesinar a Saddam Hussein.

Dentro de este complot colaboraron de forma involuntaria los sauditas aunque bien es cierto, que la CIA y la Mutkhabarat (inteligencia saudita) mantenían una larga, secreta y estratégica relación interdepartamental que -más allá de la sociedad financiera entre Bush y Fahd- estaba por encima de las relaciones diplomáticas corrientes.  Por lo que es muy probable que hayan estado al tanto no de lo que planeaban en Washington pero si de que estaban sus colegas de la CIA inmiscuidos en el asunto.

Fue así que, según las fuentes de inteligencia de esa época, para mediados de julio de 1990 en medio de esas infructuosas charlas entre los representantes iraquíes y kuwaities, la decisión de darle un escarmiento al pequeño emirato ya había sido tomada y que detrás de aquella estuvo el aliento de Washington. Tras haber barajado varias opciones para darles un mensaje alto y contundente, los comandantes iraquíes sugirieron a Saddam una invasión relámpago que al mismo tiempo serviría para poner en la agenda de Naciones Unidas la reclamación histórica de un territorio que había sido cercenado del resto de la república en 1960 por los británicos.

También hay que remarcar que los estadounidenses estaban al tanto de los movimientos previos iraquíes. Incluso el Pentágono que meses antes había realizado ejercicios militares conjuntos con el mismo ejército iraquí, estaba plenamente informado de las capacidades y equipamiento con el que contaban. Quedaba en claro que la supuesta sorpresa no lo fue para nada. Sumado a todo esto, la vigilancia aérea que realizaban con los “AWACS” desde Arabia Saudita y las fotografías satélitales que mostraban de preocupantes acumulaciones de blindados (nueve divisiones) y tiendas de campaña en la frontera sur de Iraq, eran señales de que se estaba preparando algo y que Washington además de saberlo lo dejaría pasar.

Así mismo y siendo necesaria la participación (por situación geográfica y estratégica) de Arabia Saudita en la empresa, alarmar a la casa real y en especial a su cauteloso y prudente Rey Fahd fue central para convencerle de que los “marines” debían entrar masivamente en su país para protegerlo de la amenaza de Saddam y para ello, le presentaron informes exagerados sobre las fuerzas iraquíes que se estaban acumulando en la frontera y las confirmadas intensiones de invadirles. Como vimos más tarde, todo ello no sucedió.

Pero ¿Qué se sabía en Buenos Aires de todo esto? En lo referente a la génesis de la crisis regional y sobre los actores involucrados se puede asegurar que no sabían nada. Por el contrario, estaba claro que dentro de las embajadas de EEUU, Gran Bretaña e Israel en Buenos Aires estaban bien al tanto de todo esto mientras la presuntuosa cancillería argentina más interesada en los cócteles sociales y las fiestas de etiqueta lo ignoraba por completo. Un país que había salido de un período político económico desastroso, carcomido por las culpas de una época pretérita, las acusaciones y las inquinas ideológicas reciprocas y un país que históricamente se miraba su propio ombligo, era difícil pedirle algún grado de conocimiento de lo ocurría fronteras afuera. Incluso más. Si un funcionario del sector inquieto y sinceramente interesado hubiera presentado por su propia cuenta un informe o un estudio de lo que ocurría en aquellas latitudes, habría sido olímpicamente ignorado y muy seguramente su trabajo terminado en un polvoriento cajón de los archivos. Queda claro que esto último es solo una especulación de la ciencia ficción ya que -y mucho más en esos momentos- los funcionarios del estado no se les paga para pensar por si mismos (y poco interés tienen en ello) sino para ser funcionales al estado.

Desde 1983 la Argentina había dejado de funcionar como un estado con consciencia de tal y ello implicaba, dejar de verse como un actor internacional con peso propio que proyectaba y producía una política exterior dentro del concierto internacional. El quietismo del estado en esta área, devenido de la derrota en Malvinas un año antes y profundizado por la caustica inquisición política del gobierno de Raúl Ricardo Alfonsin, llevo a una cada vez más mediocre visión externa que paulatinamente fue oxidando los mecanismos tendientes a generar planificaciones de una política exterior como país. 

En resumen de cuentas, su Ministerio de Relaciones Exteriores y su Secretaría de Informaciones del Estado (SIDE) eran meros edificios decorativos de la metropolí porteña que no cumplían ninguna función estratégica real. Eso no hubiera sido un problema si el entrante gobierno de Carlos Menem no se hubiera involucrado en lo que saldría de todo este enjuague geopolítico. Fue una irresponsabilidad absoluta meterse en aquel asunto sin conocer mínimamente cuales eran las cuestiones antecedentes de todo ello.

Como demostró la historia y las actuales circunstancias en las que se halla Iraq y todo el Oriente Medio, la ligera implicancia del gobierno argentino sin conocer o al menos poder cotejar informes de inteligencia (de producción propia) ilustrativos de lo que rodeaba la crisis que se había desatado, puso en evidencia el peligroso amateurismo con el que se movilizó La Casa Rosada. Plegarse y aceptar sin discusiones el discurso oficial de “buenos y malos” de la Casa Blanca demostró una notable irreverencia que los medios de entonces maquillaban como pragmatismo pero que el mismo George H. Bush y sus colaboradores sabían que era un simple y llano arribismo del cual sacarían ventajas.

En aquellos momentos dentro de EEUU y Gran Bretaña muchos no compartían los argumentos demonizadores de La Casa Blanca que la CNN se había encargado de canalizar “Breaking News” 24 horas al día contra Saddam Hussein. Y es que ellos hacían esta simple pregunta ¿Quiénes ayudaron a Saddam Hussein para llegar y sostenerlo en el poder? La respuesta era muy embarazosa para Washington y era por eso que había que bombardear el espectro informativo con aquel relato. Incluso muchos intelectuales iraquíes en el exilio como el Dr. Bahr Al O´loum hacían esta misma y espinosa pregunta o similares que fastidiaban al Departamento de Estado norteamericano. El partido nacionalista árabe “Baas” y su mandatario Saddam Hussein habían sido entusiastamente apoyados durante los ochentas por la administración Reagan y por su vice el ex jefe de la CIA George H. Bush, quienes además autorizaron a sus socios europeos la entrega de tecnología para el desarrollo de armas químicas y biológicas para usarlas contra los iraníes entonces ¿De qué diablos estaban hablando?

Sobre esto mismo cabía preguntarse ¿Qué demonios sabía la cancillería argentina y su por entonces canciller Domingo Felipe Cavallo sobre el fondo del asunto? Que no queden dudas que dicho ministerio y este funcionario apenas sabían que existía Iraq y el emirato de Kuwait. Mucho menos estaban al tanto sus mandos militares que poniéndolo en perspectiva de como evolucionaron los eventos, se advierte a la luz de las consecuencias materiales y humanas (para civiles y los combatientes) que tuvo la guerra, una ciega irresponsabilidad gubernamental.

Si algo caracterizo a la administración de Menem fue la improvisación y la obsecuencia sin limites hacia Washington y claramente ello no fue un signo de tener una postura propia en un asunto político tan delicado. Lo que muchos presentaban como pragmatismo político o incluso hablando de “olfato político” era más bien oportunismo voluntarista y fue por ello que sin analizar las reales circunstancias del asunto y mucho menos preveer las posibles consecuencias de una empresa como la que estaban dispuestos a colaborar, Menen y su gente solo buscaron agradar a Washington a cambio de beneficios que nunca llegaron.

Incluso recordemos que por una mera coincidencia, la comitiva de defensa argentina liderada por el entonces ministro de defensa Humberto Romero en de agosto de 1990 se hallaba en EEUU con el fin de entrevistarse con la administración de George H. Bush para buscar alguna ayuda material que auxiliara a las ya por entonces maltrechas Fuerzas Armadas. Ni Romero ni sus agregados militares (incluyendo al Almirante Emilio Osses) sabían que unas horas antes las divisiones blindadas iraquíes de la Guardia Republicana habían tomado Kuwait y por ese motivo sus anfitriones el Jefe del Estado Mayor el general Collin Powell, el vice presidente Dick Cheney el mismo Bush habían salido raudos en la madrugada rumbo a Arabia Saudita. Tal como ocurrió en Buenos Aires, estos funcionarios se enteraron de lo que estaba ocurriendo mirando las noticias por la televisión.

Fue entonces que en las reuniones en el Pentágono, el entonces Secretario de Defensa Donald J. Atwood (Jr) y el subjefe del Estado Mayor Conjunto el Almirante David Jeremiah le habrían expresado a la delegación argentina la “necesidad de contar con su apoyo” para afrontar la crisis que se había desatado en el Golfo. A pesar de que se dudó de la real prestancia norteamericana a solicitar una ayuda militar argentina (nada influyente como país subdesarrollado), documentos clasificados elaborados tras esas reuniones apoyarían estas alegaciones. Allí estuvo la génesis del envío de un grupo de batalla de la armada argentina para conformar lo que se conocería más tarde como “Coalición Aliada” y que más allá de las comparaciones y de los prejuicios que dicha participación trajo, fue una experiencia inigualable y un antecedente de la inserción del país en una guerra internacional de proporciones. Y si bien ello fue una clara desprolijidad política del entonces gobierno argentino, la experiencia operativa recopilada para su Armada fue sin dudas muy fructífera aunque nunca explotada para el desarrollo de sus propias potencialidades.

Lo cierto es que, han pasado treinta largos años y a pesar de esto, el estado argentino sigue en una nebulosa sobre cual es su posición geopolítica, girando en lo que hace a su política exterior en torno a lealtades ideológicas ya inexistentes y sin una línea definida que se hace imprescindible y muy necesaria en el mundo actual que es muy distinto a aquel de 1990.

 

 

 

 

 

“UNA PAREIDOLIA POLITICA”

Detrás de la fachada de un estado perfecto

Así como puedes tener visiones de un oasis en el horizonte del desierto por un golpe de calor, o ver todo tipo de animales por una intoxicación etílica o narcótica, puedes llegar a creerte que ciertas situaciones que mostradas como normales o disfrazadas como comunes en realidad esconden otras intensiones. La pareidolia, una palabra muy utilizada desde hace algunos años hasta esta parte describe un fenómeno psicológico donde un estimulo vago y aleatorio es percibido erróneamente como una forma reconocible. Algo así como darle a una determinada forma o apariencia, una entidad que en realidad no tiene.

¿Cómo podríamos aplicar este concepto a la política o más bien a la geopolítica de un estado? Bien, eso lo vemos muy claro con las políticas que implementa el estado de Israel para tratar de ir ganando territorios de los pobladores palestinos sin ser advertidos por la opinión pública global. Desde que se instalo en 1948 los sionistas a la par del uso del terror y la fuerza militar han puesto a rodar todo tipo de engaños tendiente a este objetivo. Desde ese entonces, millones de palestinos se vieron obligados a punta de fusil a marchar con sus bártulos al exilio dejando atrás sus propiedades y sus afectos; quienes se resistieron fueron asesinados y enterrados en fosas comunes. Demasiadas cosas feas e inconvenientes para que sean recordadas.

El primer objetivo fue la de obtener una superioridad demográfica judía en Jerusalen que tuvo su pico con la inmigración del este tras la caída de la URSS en 1991. A partir de esto, se dispararon los incentivos económicos del estado para ingresar más colonos importados que se ubicarían en asentamientos construidos gracias a las facilidades de financiamiento para la construcción de complejos de viviendas sobre territorios ocupados y posteriormente robados a los palestinos.

El “Kibutz” es sin dudas uno de ellos. Bajo la apariencia del trabajo comunitario para la explotación agraria de una granja, Israel fomentó desde ese entonces la inmigración para que judíos de varios países llegaran (especialmente de EEUU) y establecieran lazos con otros judíos y así, además de la fraternidad, tejieran un compromiso político con el estado y con la tierra que estaban trabajando. Obviamente, un detalle a parte y que las organizaciones sionistas que promocionaban estas cuestiones no aclaraban (ni lo hacen al día de hoy) que esa tierra había sido previamente arrebatada (en la mayoría de los casos violentamente) a los nativos árabes palestinos. No fue sino hasta finales del siglo XX que se comenzó a conocer de una forma masiva y detallada, cuales eran las consecuencias de estas benéficas cooperativas agrarias para los palestinos.

Pero más allá de la mala prensa y las criticas que esto trae a un estado ocupante como Israel, se sabe que el uso de la fuerza tiene sus límites y tolerancia política y abusar de ella todo el tiempo vuelve a cualquier gobierno o a un estado como insostenible. No solo se trata de cuestiones de índole político (referente a la imagen ante la opinión pública) lo que la condicionan a mantener semejante orden de cosas, sino también hay cuestiones de índole psicológico las que se ven implicadas. Es en este último sentido que los sionistas han hecho de la psicología una de sus armas más precisas y refinadas para tratar de que su empresa, a pesar de ser abiertamente contraria a los derechos de los palestinos, a los preceptos de la Carta de Naciones Unidas y al derecho internacional humanitario, sea vista como hasta benéfica a los ojos de otros. Obviamente esto implica la fabricación de argumentos y relatos falseados que suficientemente mantenidos en el tiempo pueden hacer sedimento sobre una parte de la opinión pública.

En este caso no se trata de un poder de convencimiento sino de una combinación de complicidades políticas, mucho dinero y una muy buena cobertura de los medios que describen una realidad que no es. Podríamos mejor decir, una persuasión mediante el engaño. Cuando el Papa Francisco en mayo de 2014 en ocasión de una visita a Israel se movilizaba por la carretera que bordea el infame muro de Cizjordania al ver un grafity que rezaba "Santo Padre, necesitamos que alguien reclame justicia", ordenó detener la caravana y para malestar de los israelíes que acompañaban su peregrinar, bajó del automóvil y tras colocarse al pie de la mole de concreto rezó unos minutos frente a ese murallón. Recién allí muchos entendieron que ese muro no era una “valla de seguridad” como coloquialmente lo denominan los medios y periodistas adictos a Israel sino, una injusticia real y presente, un monumento al segregacionismo que espera una urgente respuesta de la justicia internacional.

Cuando Israel asalto el buque turco “Marvi Marmara” que iba con ayuda humanitaria a Gaza, las consecuencias políticas y de relaciones públicas para Tel Aviv fueron tan desastrosas que incluso muchos dentro del mismo estado levantaron furibundas críticas por esa falta de tacto para explicar lo que -sin que lo supieran los israelíes- había sido grabado en vivo y retrasmitido por internet a todo el mundo ¿Cómo tipos como Avigdor Lieberman y su séquito de ultra sionistas o el mismo Naftaly Bennett podían explicar semejante abuso de fuerza y las muertes que causaron contra un barco humanitario? Uno de aquellos críticos fue el periodista israelí Yair Lapid quien consideró la labor del Departamento de Relaciones Públicas de Israel como lamentable. Claramente a Lapid le importaba poco los tripulantes asesinados si no, que se había hecho masivamente público dichos crímenes.

En lo que respecta a la política exterior y sus ambiciones geopoliticas, Israel ha sido un activo y nefasto protagonista en las calamidades desatadas en el Líbano, Iraq y desde 2011 hasta el presente en Siria donde a la comprobada cooperación con las bandas wahabí y takfir, viola impunemente su soberanía y causa daños en la población siria con sus ataques arteros desde el espacio aéreo libanes.

Pese a esto se suele escuchar por los medios en occidente que Israel es la democracia del Oriente Medio. Pero la brecha entre la propaganda y la realidad es cada vez más ancha. Hay muchos testimonios dentro de la misma comunidad judía global como de la sociedad israelí que no comparten esto. El caso de la escritora Alison Weir es uno de tantos intelectuales judíos quienes como Norman G. Finkelstein, Ilán Pappe y muchos otros, desde hace mucho viene denunciando todo esto yendo más allá -a riesgo de amenazas ciertas contra sus vida- exponiendo las brutalidades y las arbitrariedades que desde hace setenta años comete el estado de Israel contra los árabes palestinos.

En su última obra titulada “La historia oculta del estado de Israel”, Weir relata como el sionismo -no los judíos comunes- como ideología laica de un “nacionalismo judío” decimononico creado por el periodista austro húngaro Theodor Herzl se apoyo desde sus inicios en el Imperio Británico y luego tras el final de la segunda guerra mundial al ver el poderío que adquirió EEUU, profundizaron sus actividades para obtener apoyo en la causa.

Asimismo, existen otras manifestaciones contrarias al relato sionista, como ese muro de “Apartheid” que corta Cizjordania, las brutalidades y su extenso prontuario de acciones mortales (públicas y clandestinas), arbitrariedades y bestialidades no se condicen con el termino democracia y el respeto a los derechos humanos. Sumado a esto las arbitrariedades de una justicia ocupante que sin legitimidad alguna trata de legalizar las usurpaciones y las agresiones como las que intentaron llevar a cabo los colonos sionistas en “Sheik Jarrah” a mediados de mayo pasado, son uno de tantos casos de esa inconsecuencia discursiva.

En un Status Quo que busca la supremacía imprimiendo el terror, destruyendo hogares, colegios y hospitales e incluso, adulterando las huellas culturales de los ocupados intentando hacerles desaparecer de la historia, no puede menos que ser considerado como una sigilosa limpieza étnica verdaderamente anti semita.

Ya con ello podemos intuir que los sionistas tienen un notable desprecio por la vida del árabe palestino (musulmán o cristiano) al que (a la luz de estos precedentes) no lo consideran como un ser humano. Estas consideraciones no solo laten en el sentir de los palestinos que han perdido familiares a manos de la maquinaria militar de las FDI o sus pistoleros de la policía secreta o “Shin Bet” (con ramificaciones con las organizaciones extremistas judías), sus hogares y sus bienes saqueados a manos de los colonos importados sino también, de una creciente franja de jóvenes "milenials" israelíes quienes desde hace tiempo vienen tomando cabal consciencia de todo ello y están discutiendo en el seno de sus propios  hogares y colegios la legitimidad de su posición que fanáticamente se inculca desde el estado.  Sumado a ello, el paso de una familia corrupta por el gobierno como los “Netanyahus” liderada por un criminal de guerra como Benjamín “Bibi” Netanyahu reemplazado por un primer ministro como el actual Naftali Bennett supuestamente muy creyente y religioso (que concurre al Muro de los Lamentos), quien ha dicho muy suelto de cuerpo que “matar árabes no trae consecuencias”, sin dudas no es la mejor muestra de una democracia al mejor estilo anglosajón. Tampoco es un signo de democracia y civismo las magnificas relaciones que el régimen estatal y las organizaciones sionistas tienen con los partidos ultraderechistas en el mundo especialmente con aquellos europeos abiertamente islamófobos.

Demasiadas aristas inconvenientes en el relato sionista actual que igualmente no harán detener sus ambiciones, solo cambiaran los métodos y el enfoque para llevarlas a cabo.

En este contexto, la guerra de conquista ha necesitado de otras tácticas para concretar y consolidar sus objetivos estratégicos y mesiánicos como es para los sionistas establecer el “Gran Eretz” y ello significa, hacerse de territorios ajenos. Pero esos territorios deben ser ocupados y para ello Israel desde hace décadas que viene implementando todo tipo de operaciones para establecer una paridad demográfica con los palestinos quienes procrean muchos hijos en comparación al judío israelí. Desde hace tiempo que se denuncian practicas eugenésicas israelíes que mediante el uso de armas quñimicas como el Uranio pobre” de las bombas de sus obuses, el rocio deliberado de químicos desde Drones, o el envenenamiento de fuentes de agua potable y de los cultivos, tratan de cortar o al menos disminuir la fertilidad de las mujeres árabes.

En la década de los cincuentas, el Mossad al mismo tiempo que bregaba por llevar mas judíos a Palestina, implemento una serie de operaciones clandestinas destinadas a vaciar territorios árabes mediante el traslado de palestinos a otras latitudes. El caso de la localidad “Ciudad del Este” ubicada en la llamada “Triple Frontera” entre Argentina, Paraguay y Brasil es uno de ellos y el cual los sionistas -como muchos otros asuntos- quisieran esconder bajo la alfombra.

Pero sacar a los nativos árabes es una cosa y poblar de judíos sus tierras es otra. Fue por ello que el fomento de la natalidad en las familias judías era una parte en este esfuerzo. Igualmente ello llevaría mucho tiempo. El primer objetivo era “judeizar” Jerusalen y progresivamente el resto de los los territorios palestinos. Para ello fue necesario acudir a la transplantación de judíos importados desde otras latitudes, especialmente desde América y Europa. Producto de estas políticas demográficas del estado son los colonos ultraderechistas quienes además del apoyo económico y político (del Lobby sionista anglosajón), reciben armas, entrenamiento y doctrina militar del ejército. Bajo el relato de que Israel es un pueblo agredido, portar y usar las armas indiscriminadamente contra los árabes es una cosa común en esta sociedad. In this context, the historic intervention of the United Nations through the sanction of various resolutions such as 242, 338 and 446 (non-binding) has been, to say the least, sterile. And it is precisely because of the legal characteristics of its resolutions that Israeli lawyers have given the interpretation that has suited them and have even failed to comply with them precisely because they are not binding. In addition to this, Israel has managed to evade sanctions for the flagrant violation of Chapter VII of the Charter for having the support of the United States, Great Britain and France, members of the Security Council demonstrating an abject complicity of international actors who continually tear their clothes -giving tricks to others- in the name of democracy and respect for human rights. Many wonder about this, what is the use of this body if it cannot enforce its resolutions with a little equity?

The beginning of the “Intifada” in November 1987 made the state of occupation and the constant increase in Jewish settlements in the Palestinian territories visible worldwide. Along with this, the collapse of the USSR and the Persian Gulf War in 1991 catapulted the conflict to another level, from being a merely regional one to one with a global reach. This last event had definitive consequences for the PLO and in particular Yasser Arafat to seek to approach other Arab states with which it would have tried to avoid dealing and seek more pragmatic solutions with its intimate enemy.

When in the mid-nineties Arafat and Rabin began to establish secret contacts to reach a negotiation between both parties, both sides had to deal with internal pressures from the most extremist sectors of their political structures that were not willing to give up an iota. of their claims. In those moments, Arafat, who had not hesitated to fight for years against Israel, understood that it was time to put away his rifles and negotiate a peaceful coexistence, something that Yitzak Rabin would publicly agree with. Abbas, with a reserved personality and innate political pragmatism, was already actively involved in these tasks since 1989, was the ideal representative to contact and begin to negotiate with the Israelis.

It was thus after the Iraq disaster in the Gulf War and with advanced secret negotiations, on October 31, 1991 delegations from Israel, the PLO, Lebanon, Syria and Jordan met in Madrid where, despite the reluctance of the far right Israelis, the first guidelines for an agreement would be outlined.

Meanwhile, Israeli repression and the appropriation of territories to build settlements were on the rise. Similarly, Mahumd Abbas was still in talks with his Israeli counterparts.

In this way, at the beginning of 1993, another round of secret talks were carried out on neutral ground, with a department in Oslo, Norway, the place chosen to hold them. In this regard, the Mossad and the PLO's Mukhabarat established a ceasefire and focused on preserving calm and focusing on policing the dissident and more volatile elements within their own ranks.

After the negotiations, Israelis and Palestinians, under the auspices of Washington, would conclude an agreement that Arafat and Rabin would sign in the gardens of the White House. But that epic painting didn't last long. As soon as the agreement began to take effect, the Israeli ultra-rightists (including the settlers) did everything to violate it and even tried to incriminate the PLO in all kinds of events, even going so far as to point out that the Palestinians had been behind the terrorist attacks. in Buenos Aires in 1992 and 1994, something that despite pressure and threats to abandon the negotiations, Rabin never accepted something that would cost him his life when he was assassinated on November 4, 1995 by a Jewish extremist.

With the second intifada generated that September 28, 2000 by the deliberate provocation of Ariel Sharon and some very suspicious murders -such as that of the Israeli tourism minister Rehavam Zeevi-, Israel attacked and degraded the PNA forces to such an extent that they no longer it could control its own dominions in the West Bank and Gaza, something that would end in internal conflict with Hamas. In this chaotic framework, Ariel Sharon and his cabinet took the opportunity to try to completely eradicate the PNA and even, in March 2001 after cornering the old Arafat and his main leaders of "Force 17" in the bunker of the "Rais" in Ramallah had to back down due to increasing international pressure.
