Un gobierno debiera tener en consideración, sus propios intereses antes que los externos; al menos así razonaría cualquier ciudadano medianamente pensante.  Ante la falencia existente en el área de la defensa argentina y una maquillada continuidad en esta situación, pareciera que la Casa Rosada seguirá a pie juntillas los consejos y asesoramientos de gobiernos externos para mantener a las FFAA, en un estado de letargo que se tapara  con la adquisición de rezago de baja calidad.  

A 34 años del final de la guerra de Malvinas, la república argentina no ha recuperado la iniciativa política y soberana por reorganizar y acondicionar a los continuos cambios tecnológicos a sus Fuerzas Armadas. Bajo argumentos pueriles y ciertamente ilusorios, la clase política argentina ha  venido sosteniendo que el país “no tiene hipótesis de conflicto”   demostrando con una gran claridad, el absoluto desconocimiento de la realidad tanto regional como internacional. Uno de los acostumbrados argumentos que los acomodaticios políticos que ocupan transitoriamente el poder, suelen hablar de la integración regional como uno de los factores más sólidos para ralear una de las áreas vitales para la existencia de una nación. Desde ésta postura, la conformación de una estrategia defensiva carece de utilidad ya que, desde sus elaboraciones ciertamente infantiles, los vecinos del país no tienen planes a costa de los intereses nacionales.

No caben dudas que detrás de esta falsa postura pacifista se esconde un miedo a la responsabilidad por tomar en sus manos, temas que hacen a la más pura práctica política de supervivencia de un estado y de su pueblo. Para ésta clase política al servicio de intereses foráneos,  el país debe estar desguarnecido y si ha de ser armado, deberá estarlo a niveles aceptables para los intereses que desde hace décadas, manejan el curso político y económico del país. Obviamente no todos los sectores partidarios actúan con esta deliberada política de la “Argentina en estado de coma” que tan buenas ganancias da a los “buitres que moran en las altas torres de Wall Street”  y sus colaboradores internos, que dicho sea de paso, deberían explicar ante la justicia hasta donde es legítima esa deuda que buscan cobrar. Otros sectores partidarios, especialmente los llamados “de izquierda”, sus criterios para consentir esta situación son tan abstractos como anacrónicos.

Pero la realidad está ahí afuera y solo basta con ver que tan ciertas son las visiones de los demagogos de turno.  Asomando por detrás de la cordillera, las FFAA de Chile han venido adquiriendo en los últimos quince años, una serie de equipamientos que lejos están de servir para la mera defensa. Aliados y colaboradores del Reino Unido y con continuadas maniobras con la 4º Flota de los EEUU que acostumbradamente surcas las aguas del sur (http://pensamientoestraegico.blogspot.com.ar/2015/11/nacional-la-marinaestadounidense-se.html ), los chilenos han adquirido entre otros, helicópteros de ataque “Mangusta A-129”, aviones F-18, F-5, tres KC-135, dos KC-130 R,  y hasta aviones F-117  “NigthHawk” de ataque nocturno, que no pueden ser detectados por los radares argentinos por el simple hecho de que, no hay tales.  

Desde el punto de vista estratégico, las adquisiciones del vecino chileno no son caprichosas ni impensadas. Según fuentes de inteligencia, los cursos militares que se dictan en academias chilenas, tienen como principal objetivo en sus hipótesis conflictivas a la Argentina y como principal aspiración la de establecer un corredor  marítimo continuo entre el pacifico y atlántico que corte en dos a la jurisdicción territorial argentina. Para ello, la colaboración de la guarnición militar británica en las islas Malvinas es preponderante.

Ante esta continua actividad de los chilenos en torno a readaptar sus FFAA a los nuevos desafíos y en los cuales, tienen la abierta y amplia cooperación de Washington y Londres, Argentina por el contrario yace postrada creyendo que no es posible que nada pueda ocurrir como si los problemas de un país, pasaran solo por las contingencias internas de la política local.  Sin dudas que fue en el último tramo del gobierno “K” –y por un afán de obtener algo de apoyo- que la Argentina estuvo ante la oportunidad histórica de restablecer o incluso refundar, unas FFAA potentes y con poder de fuego disuasivo que  ayudaría al país, entre otras cuestiones,  a poner nuevas condiciones ante la espoliación marítima y los avances británicos sobre el sur patagónico.   

Ante éstas fuerzas que tienen una capacidad de despliegue mucho más allá del angosto territorio chileno y que comprenden kilómetros terrestres y leguas marítimas,  existen en el mercado actual, modernos sistemas de armas que se presentan como accesibles y altamente eficaces  para contra restar  estos sistemas de armas que provistos por EEUU, revisten en las fuerzas chilenas.

Algunas alternativas se verán aquí en la región con la promoción de un aparto de origen ruso. Se trata del avión ruso “Yak-130” que además de sus particulares características constructivas, ofrece varias ventajas operativas y a costos aceptables para los posibles adquirentes. No hace mucho, Argentina hubo abandonado la iniciativa de adquirir aviones MIG-31E, que pudieron haber contrabalanceado las fuerzas armadas de los vecinos como Chile y Brasil. Precisamente, el vecino carioca que ha venido trabajando con la industria aeronáutica sueca de la empresa SAAB, posee una poderosa flota de unos 50 aviones de combate “Gripen NG” que de invadir el espacio aéreo del Río de la Plata, simplemente no habría con qué detenerlos.  Incluso en algún momento Argentina pretendió adquirir este tipo de aviones pero la pretensión fue reprobada por Londres y declinada por Buenos Aires.

Las dimensiones del territorio argentino, especialmente en lo que hace a la Patagonia,  son tanto vastas como envidiables.  Para cubrir sus extensas fronteras hoy por hoy, las FFAA carecen de equipamiento y un plan estratégico defensivo que pueda llevarse efectivamente sobre el terreno.  Igualmente y aunque el gobierno actual se halla condicionado a la situación que ha heredado, si a diferencia de todos sus predecesores asume el real papel de conducir un estado con la debida seriedad que el tema requiere,  es muy posible que trate de articular políticas inteligentes que sean en pro del fortalecimiento defensivo de la nación.

How the great "false" ISIS has been a great scenery that has only served perfectly to Western plans

In Iraq after the 2003 invasion, it was introduced to the bogey of "Al Qaeda" as part of the counterinsurgency strategy implemented by Washington to destroy the structure of the Iraqi resistance. But warning that failures were occurring in the objectives sought and several episodes that discovered the deception, a new puppet was inserted to reinforce those. Thus appeared between 2005 and 2006, the "Islamic State of Iraq" (ISI) that unlike the group that ran the Jordanian Zarqawi killed by US--conveniently was more moderate in selecting their targets and more central to attack the repressive apparatus collaborationist regime and only occasionally, some other American position. According to intelligence reports, in 2009 there was only a handful of members (ISI) since almost all its leaders had been killed or captured. In April 2010 the head "Omar Al Baghdadi" is dejected giving a blow to the franchise. From there the group -enemistado even with the resistance-was decimated and pushed to inhospitable and desert regions of Iraq. Even curious facts occurred with some of the lieutenants of this group, that being prisoners at Abu Ghraib were killed in their cells.

For 2011 (ISI) was a small group of murderers who wandered between the province of Al Anbar and Ninevah, regions that could be described as free of government presence given how dangerous it was for the bodies of collaborationist security and even, for the invaders at full occupancy. Thus, since the implementation of tricks such as image retouching and adulteration of audio to broadcast them on television and the internet, tried to paint alleged popular rebellions which actually hid teams of foreign agitators, saboteurs and snipers had as objectives both security forces and protesters.

It has even been using the tragedy of the humanitarian crisis that was triggered deliberately by the actions of these mercenary groups and indiscriminate bombing of the "international coalition" led by the US, which has made Turkey a tap of refugees flowing without pause European soil, something that Erdogan and Co. have managed to economically exploit feedback goals this vast infrastructure slyly subversive uses the mask of Islam.

“MALVINAS: INTERESES CRUZADOS”

Cómo la Argentina ha perdido la pulseada antes de comenzarla, tras el avance de las exploraciones de Compañías petroleras británicas en Malvinas y en aguas cercanas a las costas de Santa Cruz

A treinta cuatro años de la recuperación de las islas Malvinas y sus aguas adyacentes, la causa más importante que tiene el país a nivel de la geopolítica, se halla sin dudas fuera de agenda. El motivo principal no es necesario tener que discurrirlo, cualquiera a la altura de las actuales circunstancias puede advertir desde donde vienen los condicionamientos para que el tema “Malvinas” sea guardado bajo la alfombra. 

Igualmente y pese al paso del tiempo, la causa no ha sido olvidada; tal vez se trate de hacerla olvidar pero, los habitantes de la nación están cada vez más conscientes de lo que representa Malvinas más allá de lo meramente territorial.

Tal cual como lo señalaban los mismos británicos en 1982, ellos no atravesaron el mapa para “ir a defender la bandera o la dignidad de la corona británica” o incluso, a los “Kelpers”; se trataba de proteger los intereses que se materializan en activos mucho más importantes y tangibles que meras subjetividades como son “la patria o la dignidad”. No hay que dejar de  recordar, que el grueso de la tropa que  envió Gran Bretaña a esta campaña, fueron miles de mercenarios nepaleses conocidos como “Gurkas” que según fuentes de inteligencia, cayeron como moscas y aproximadamente unos dos mil de ellos, yacen en fosas comunes excavadas por bulldosers británicos.  Por el contrario, los argentinos demostraron que su sangre puede encenderse por esos valores y de ser necesario, sin ninguna recompensa material. Fue en esa visión tan dispar y hasta se podría decir “adimensional” de ambos, que dejo en claro que más allá de las diferencias idiomáticas, Londres y Buenos Aires hablaban –y siguen hablando- de diferentes temas.

Durante décadas, los británicos han tratado de hundir las expectativas argentinas de recuperar sus legítimos derechos sobre dicha zona austral, incluso, con propuestas supuestamente ventajosas de una soberanía compartida. Pero, a pesar de los esfuerzos de Londres, los gobiernos argentinos no picaron el anzuelo y mal o bien, todos ellos, mantuvieron en alto la incondicionalidad de la soberanía sobre las Islas Malvinas, Sandwiches y Georgias, punto intermedio para el paso a la Antártida. Esto último, es uno de los pilares de la geopolítica británica y que compartida por Washington, no será cedida bajo ningún argumento.

Más allá del resultado de la guerra de 1982 que Argentina libró contra el imperio británico y la OTAN, la acción argentina  -que estuvo prevista meses antes por el MI-6- sirvió para interrumpir el plazo de la ocupación británica que en el derecho internacional, tiene una capital importancia para no consentir ésta situación de facto que se inició en enero de 1833. Pero yendo a lo que al Foreing Office le interesó desde comienzos de los setentas, era el establecimiento de una zona estratégica militar británica y funcional para la Alianza Atlántica en el marco de la llamada “Guerra fría” con las URSS. En ese plan y con una misión más allá de las simples prospecciones geológicas, Londres envía al buque “HMS Shackleton” que luego sería reemplazado por el “HMS Endurance”, ambos dotados de equipamiento para operaciones de interceptación de radio y espionaje.

Para ese entonces, los asesores del Foreing Office advertían de potenciales riquezas minerales en los subsuelos de las islas y en las plataformas bajo el mar adyacente que se extenderían hasta las costas patagónicas argentinas. Pero había  un problema y era que no se podían realizar exploraciones y menos aún actividades de extracción en el marco de las continuas reclamaciones diplomáticas que estaba realizando Argentina y que había despertado el apoyo en Naciones Unidas. En aquel entonces, la Argentina se hallaba dentro del grupo de los “No Alineados” que gustase o no a los anglófilos locales, dio respaldo en el concierto internacional contra las intentonas británicas de  frustrar las reclamaciones.

Algunas fuentes revelaron que, en aquellos momentos en una reunión entre el primer ministro Eduard Heath, el encargado de Asuntos Exteriores (Foreing Office) y el entonces jefe de operaciones especiales del MI-6, se determino una agenda para buscar una reacción impulsiva y controlable desde Buenos Aires que justificara la posibilidad de incrementar la presencia militar en el archipiélago. Debe quedar en claro, que el MI-6 ya operaba –y sigue haciéndolo- en la Argentina desde hacía décadas pero, en  los años sesenta y setenta incrementaron sus actividades en una manera superlativa. Dos de los objetivos que se avocaban por entonces, era la de explotar la situación de subversión que se estaba generando desde focos intelectuales marxistas y controlar el incipiente desarrollo de un misil con cabeza inteligente que se conoció como “Proyecto Cóndor” (ventilado en la revista Executive Intelligence Review).

Con la llegada del Menemismo en la década de los noventa, el renunciamiento de la causa fue atroz. En medio de una política que se enmarcó en una verdadera “engaña pichanga” que involucró militarmente al país con la remisión de una fuerza naval al Golfo Pérsico bajo supuestas promesas de ingresar a  la OTAN, hizo que –entre otras cosas- Buenos Aires permutara “Malvinas” para su supuesta “inserción en el mundo”. El paso de los años han demostrado que tan real y benéfica fue esa inserción.

Durante el gobierno de los “K”, la situación de Malvinas tuvo algunos matices pero nada de fondo que conmoviera en lo más mínimo al gobierno británico. Con solo una dialéctica calculadamente agresiva y con límites muy bien marcados, los discursos panfleteros de  la presidenta Cristina Fernández estuvieron ajustados para  una actuación mediática, pero nada más. Supo actuar como si de un estadista se tratase pero, acatando el libreto preconcebido de no fastidiar seriamente a Gran Bretaña. Además, su propio gobierno fue un esplendido aliado en no poner nerviosos a los desconfiados Kelpers. Con el desguace de su Armada de guerra, la inoperancia de su Fuerza Aérea y las maniobras corruptas de funcionarios de Scioli, que vaciaron miles de millones de pesos correspondientes a los fondos del estratégico sector de los Astilleros de Río Santiago, Londres tenía asegurado un control total sobre el archipiélago y sus aguas.

En éste sentido, Londres no vio amenaza en el “populismo” trasnochado de los Kirchner y menos aún, en supuestos planes de incursionar militarmente sobre las islas. Esto en referencia a los remolcadores rusos adquiridos por Argentina el año pasado que según algunas fuentes, al conocerse la entidad de la compra, despertó las carcajadas de los Kelpers.  Incluso en algún momento, el mismo ministro de defensa Michael Fallon de visita a Port Stanley y a la base aérea de Mount Pleasant aseveró que “los argentinos no son una amenaza seria para nadie”.

Sobre esto y la real situación de las fuerzas militares británicas en Malvinas, es sin dudas su punto neurálgico la base aérea de “Mount Pleasant”, donde según fuentes de inteligencia, además de recibir vuelos militares norteamericanos y chilenos se hallan estacionados una escuadra de aviones de combate “PANAVIA TORNADO ADV” y dos aviones de alerta temprana “NIMROD” con capacidad de interceptación e interrupción de comunicaciones encriptadas. Además, en la isla se hallan instalaciones de potentes antenas que según algunas fuentes corresponden a la estructura de la red “Echelon” y que hoy se halla reemplazada por un nuevo sistema de inteligencia electrónica comandada por la NSA estadounidense.  Pero a pesar de la superioridad tecnológica de la fuerza militar británica, Londres sabe que ello no basta para poder moverse con relativa libertad en los emprendimientos que ha concedido. Sin dudas, que la llegada de Macri y Cía al poder en la Argentina ha sido la pata política que abren las puertas a la tranquilidad en estas actividades.

Actualmente, los intereses corporativos petroleros británicos, han hallado luz verde para reimpulsar sus actividades en las islas y aguas adyacentes, que se pudo ver con la fusión de la compañía “Falkland Oil & Gas (FOGL)”, “Edison International SPA”, “Noble Energy Inc” y la Rockhopper Exploration” que involucró una inversión de 57 millones de Libras esterlinas destinadas a la exploración en el complejo Isable/Eliane ubicado en la plataforma de las islas que, dicho sea de paso, es la que misma que la continental. Para tales cometidos, la fusión ha instalado nuevas plataformas marítimas que además de realizar operaciones de prospección y perforación, atentan contra los intereses marítimos de la república Argentina que al parecer, deberá soportar por la renovaba ignominia del ejecutivo en Buenos Aires.

Pero las exploraciones han ido más allá de las trescientas millas de la zona de exclusión. En febrero de éste año se ha reportado que las empresas británicas han detectado la presencia de reservas de petróleo en el lecho marítimo frente a las costas de la provincia de Santa Cruz, lo que además de informar sobre incursiones no autorizadas en aguas jurisdiccionales argentinas, habrían planes de realizar operaciones de prospección que involucraría la instalación de una nueva plataforma marina. Esto último representa una situación de clara y abierta violación de la soberanía y de los intereses argentinos que no parecen haber conmocionado al gobierno de Mauricio Macri.

En éste mismo sentido, desde los claustros del Foreing Office se hallan seguros de que, más allá del incidente del pesquero chino hundido por una patrullera de la Prefectura Naval y de los aviones “Kfir” (http://pensamientoestraegico.blogspot.com.ar/2015/11/en-debate-justo-tiempo-se-frustra-la.html ) que Israel estaría entregando en breve a la Argentina, ello no es motivo suficiente siquiera, para mover una sola corbeta y ello por dos motivos poderosos: uno, que el material que se le entregara a la Argentina, es obsoleto y segundo, en Buenos Aires hay un gobierno completamente subordinado.

Sin dudas que la causa, deja en evidencia una serie de intereses cruzados que necesariamente entremezclan a los multimillonarios negocios energéticos que Londres pretende capitalizar y que a la Argentina no hará participar, incluso por sobre las expectativas de los mismos  Kelpers; los intereses geoestratégicos destinados a ejercer un  control y ejercicio de poder jurisdiccional para propósitos militares propios y de la OTAN, que entre otras cuestiones, está usurpando el poder de retener tributaciones para pesca, tráfico de bienes y personas por el espacio aéreo y marítimo del sur.  Si la situación continua por estos carriles, la pregunta para los argentinos con sangre en sus venas es ¿Habrá llegado el momento de privatizar la reclamación de la soberanía de las islas?
