Will the crisis around Ukraine be the hinge to return to respect for international law?

Contrary to what they believe in Washington, the crisis mounted around Ukraine has served to expose who are the main violators of international law and the real actors that threaten peace and security. International relations between sovereign states are based on a set of general rules and principles arising from custom that tend to a good understanding of these public actors.

In the eyes of anyone, this is not something extraordinary to understand, but for thirty years up to this point, we have witnessed a peculiar and very ancient interpretation of these relationships. The Anglo-Saxons, especially the United States -and implicitly- have been applying that odious separation between "civilized states" and "barbarians" for the application of law, a conception born of the modern law of a group of Christian states and therefore, a law imbued with Christian morality. They are the same ones that perceived themselves and still seem to do so as the only "civilized powers."

From this arbitrary perspective, only this reduced spectrum of actors make up the so-called “International Community”.

This interpretative dichotomy was exposed (although an attempt was made to conceal it) since 1990 with the crisis and the Gulf War due to the invasion of Iraq in Kuwait and would continue to be blatantly replicated with subsequent crises and wars in which Arab-Islamic states would be involved. involved. Here the “just war” argument became part of Washington's speech to explain this aggressiveness towards public opinion. Under this (Westernist) conception, the Anglo-Saxon powers (USA and Great Britain), arrogating themselves an authority, disregarded all the treaties and protocols referring to respect for human rights, which are the basis of modern international law with a universal character and scope, leaving of being the humanitarian component, exclusive of any power or morality.

It was not necessary for the treaties and protocols of The Hague and Geneva to be recognized by each state for the inhabitants of the entire planet to enjoy the rights and obligations that they contemplate. The preamble of the Organic Charter of the United Nations of 1945 is foreseen as a pillar for world peace and stability "Create conditions under which justice and respect for the obligations arising from treaties and other sources of international law can be maintained" .

It was assumed that the members of this international organization sought to avoid the abuses and arbitrariness that had been committed in the past and that led to the Second World War.

But the bipolarity between East and West that emerged after the end of the Second World War came to politically disrupt these principles, adulterating the meaning of these principles and complicating the understanding between the states depending on whether they belonged to one or the other bloc. Thus, the principles of the universality of respect for human rights and justice began to be relativized, intoxicating their application by ideology and discriminating according to the convenience of the moment.

But since the fall of the USSR in 1991 this intoxication was far from disappearing. On the contrary, it happened to take a new form and even a new dimension. Nor does NATO disappear despite the disappearance of its rival, the WARSAW PACT. It is then that surviving disguises its activities under the argument of being a provider of Multidimensional International Security that has obviously responded to its own interests.

Within the framework of the hegemonism of an emerging superpower like the US, without limits or rivals to mark them, it began to promote a distorted conception of international law based on the use and abuse of the argument of "human rights" and peace missions to finally, end up violating both concepts.

Within this conception that carried the signature of George H. Bush and the entire sector of the neoconservatives and their partners in the pro-Israeli lobby in Congress, the United States made the Jus ad bellum (right to war) a state policy and a tool on which (and protected by the United Nations) mount their warmongering adventures. But at the same time, through a continuous dissemination of propaganda and disinformation of situations to which this odious understanding was applied, I try to delegitimize the right of resistance that peoples and nations have against the aggressions that were perpetuated under this ruse. This is how Washington and its allies, with the collaboration of the media, mixed the term "terrorism" with "armed resistance" to try to delegitimize the actions of Iraqis and Afghans against the occupation.

The tactics to disguise these inconsistencies against international law have been changing but have not been abandoned. They have only adjusted to the new strategies that the centers of power have planned. What we see today around Ukraine is an example of this. While Washington and London predict an alleged Russian invasion without tangible evidence, they cannot explain why they themselves have hundreds of thousands of soldiers and combat vehicles deployed in countries bordering the Russian Federation.

But why so much certainty about a possible invasion, even risking tentative dates? With no evidence in sight and only mere statements in the air, the predictions of Biden and his Secretary of State seem to be taken from a top hat. The trick looks quite simple and does not go through clairvoyance or "intelligence reports". Groups of foreign mercenaries and neo-Nazis trained by special forces led by the CIA and MI6 would set out to create the provocations to elicit Russian responses. In this way, groups belonging to the Nazi-affiliated “Azov” battalion would attack the point of contact, forcing the Dombas militiamen to respond. Obviously, the media conglomerate will not expose these details and will only focus on magnifying the response of the "pro-Russian" separatists.

Precisely in the last hours some provocations have materialized without the separatists losing control. The exchanges of shell fire in the city of Stanytsia in Lugansk are undoubtedly part of those intentions. No doubt the Ukrainian generals and their NATO colleagues expected this imaginary spill of armored vehicles crossing the border. But unfortunately for them, Vladimir Putin has once again proved himself smarter and on the day the invasion was supposed to take place, tank and artillery brigades were heading back to Moscow.

Clearly, Moscow shows that it respects international law and far from the accusations that the Anglo-Saxons launch through the media with this, it decompresses the situation but: Will the American troops, armored vehicles and missile systems that are deployed not only in Ukraine be withdrawn? but in the other countries bordering the Russian Federation?

The insistence on continuing with the absurd accusations answers this question.

Thus we see the desperate attempt to materialize that prophecy of the "Russian invasion" and the one who is most interested in it is Joe Biden himself, whose popularity is plummeting and with serious domestic problems that he does not know how to solve. A war could lift his image and save his administration from premature shipwreck. So, the solution emerges predictably…passing international law under the soles of your shoes.

 

 

“OFENSIVA INFORMATIVA”

Antes que suenen los cañones Joe Biden y la Corporación de medios saben que habrá que ganar la batalla por la supremacía del relato informativo

En los últimos veinte años hasta esta parte, los EEUU y sus socios atlantistas se han visto involucrados en toda clase de aberraciones contra el orden legal internacional que desembocaron en una catarata de violaciones a los derechos humanos y las libertades más elementales para cualquier sujeto. La excusa para ello la conocimos bajo el rótulo de “La lucha contra el terrorismo”.

Así, el espionaje sistemático dirigido primero contra todos los musulmanes del mundo y luego contra cualquier ciudadano (incluido los estadounidenses) que se atreviera a discutir sus acciones, podía ser sometido a un arresto sin cargos ni orden judicial previa lo que de por sí ya era una de las más alevosas violaciones a la Constitución de los EEUU. Oh si. Durante muchos años, la mayoría de los medios agacho la cabeza y miraba para otra parte mientras las tropas anglosajonas arrasaban Iraq y Afganistán, cometiendo en el proceso todo tipo de crímenes que tras quedar expuestos por fuentes anónimas en el internet, hicieron lo posible por borrar las evidencias existentes en la red.

Si alguien salvo al mundo de la perpetuación del embuste de la “lucha contra el terrorismo”, no fueron los medios, sino aquellos que desde el anonimato pusieron en evidencia las mentiras y las contradicciones que desde Washington se desperdigaban al resto del mundo.

Hoy en plena crisis con Rusia, una vez más esos medios (que carecen de pensamiento crítico) que ayudaron a tapar toda la porquería que implicaba aquel negocio de la “lucha contra el terror” y las íntimas conexiones circunstanciales e históricas del "Al Qeada" e “ISIS” con las agencias gubernamentales, vuelven a la carga para hoy por hoy tratar de hacerles creer a los ciudadanos del mundo que Rusia tiene planeas maléficos sobre Ucrania.

Entre los argumentos más estrambóticos que esgrimen, hablan de que Rusia había preparado “operaciones de Bandera Falsa” para iniciar la guerra haciendo de ello un relato como si esta táctica fuera una práctica que solo los rusos han usado tratando de que nadie se acuerde de lo que fue aquel 11/S de 2001 que como ha quedado en la memoria de muchos, como un evento histórico que la administración de Bush-Cheney ni ninguna a posterior ha aclarado ni tampoco ha pretendido aclarar.

Como saben que es muy difícil explicar en casa a su propia ciudadanía el por qué EEUU tiene sus tropas en Eurasia a más de 9000 kilómetros de casa y su papel para pretender meterse en Ucrania reutilizando el viejo y gastado libreto de la “democracia y la libertad” ahora apelan al argumento de verse obligados a librar una guerra informativa contra las artimañas con las que el gobierno de Vladimir Putin pretende manipular la realidad de lo que esta ocurriendo allí. Hasta un niño se da cuenta al ver que miles de tropas anglosajonas y toneladas de material bélico desplegado sobre territorios que no les son propios lo llevaría a preguntarse ¿Quiénes son realmente los invasores?

Acá en la Argentina, las islas Malvinas se hallan ocupadas por la fuerza y para sostener esa ocupación los británicos y la OTAN durante todos estos años han reforzado sus fuerzas militares con sistemas de misiles (algunos de ellos vendidos por empresarios argentinos) y más navíos de combate ¿Acaso están allí para proteger a los argentinos de alguna mala idea que se les cruce por la cabeza?

Y ¿Por qué la Argentina no ha hecho nada desde 1982? Simplemente porque la clase política (gobierno y oposición) cumplen con el mandato tácito impuesto por Londres que todo se mantenga la situación como esta.

La misma inconsecuencia se presenta en el asunto Ucrania. Tanto Washington como Londres solo están usando artificios lingüísticos y la intoxicación informativa para explicar lo inexplicable. Al mismo tiempo usan al sistema títere de Kiev (montado tras un golpe de estado en 2014) para que sea su pantalla que cubra sus verdaderos objetivos y ello son, la de convertir a Ucrania en el puñal de la OTAN a un centímetro del corazón de la Federación Rusa. Los antecedentes históricos en los que occidente demostró su perfidia y falta de compromiso con los acuerdos que firma, dan razones de sobra a los rusos para obtener garantías expresas de que estos actores no conviertan a Ucrania en una base de la OTAN.

Al parecer, más allá de las amenazas de sacar a Rusia del Swap, de los “severos costos” que le demandaría una invasión  y de tratar de fastidiar su economía cortando el gasoducto “Nord Stream 2”, el foco de la ofensiva esta guerra psicológica se centra en colocar una fecha límite como un “ultimátum” predictivo en el que Washington asegura (sobre la base de supuestos informes de inteligencia) que el día 16 de febrero “Rusia invadirá Ucrania”  y que para darle más dramatismo a ello, mueve su sede diplomática y al personal fuera de Kiev.

El gobierno ruso no peca de cándido y es por eso que no le hará el juego a la administración de Biden que presionado por los neoconservadores tratan de llevar la guerra a su territorio.  

Si llega el día 16 y Rusia realiza lo que Biden asegura, no hay dudas de que ganará algo de prestigio entre sus colegas en Washington y en un electorado que no dan mucho crédito a su gestión. Pero si llega ese día y no ocurre nada (como es muy posible que suceda) Biden quedará en el ridículo más absoluto poniendo una vez más en tela de juicio y en el centro de la escena, la credibilidad de sus agencias de inteligencia, las mismas que hace casi veinte años atrás (2002) fabricaron informes falsos para invadir a otras naciones y mantener vivo a un fantasma (Bin Ladem).

 

“BORIS…IN FREE FALL?”

Can a lout like Prime Minister Johnson be saved by taking advantage of the current crisis in Eurasia?

There are certain peculiarities that differentiate populists around the world. Since Donald Trump came to the White House in 2016 the media has seen populists everywhere making ridiculously reductionist descriptions to identify them. Boris Johnson falls into this category and even before he replaced Theresa May many did not credit his rise to power at 10 Downing Street.

There was no need for the “Covid 19” pandemic crisis to derail Johnson's government. The British Conservative elite and especially the political elite loathe him for one simple reason and that is that he belongs to an absurd and horizonless generation that is as delusional as his own figurehead.

I have often believed that had Benny Hill lived a few more years, he might have been one of his toughest political competitors. But to honour the memory of that plump Southampton comedian, he would have been more conscientious and serious in recognising that affairs of state were not for him.

The scandal unleashed by news that Johnson and his supporters were partying hard when the public should have been confined by the pandemic has been the trigger for the beginning of the end of the political career of the would-be successor to “Churchill”. The Daily Mirror published stories from 30 November 2021 by reliable sources about wild parties in the basements and gardens of Downing Street.

On 14 January, a source close to Johnson who attended the party gave more details of a party that may well resemble the Duran Duran pop band's “Anniversary” video. It was impossible to conceal such an orgy of wine, dancing and drunkenness in the rooms of London's Government House, and Johnson had no alternative but to acknowledge in total solitude this slip-up with the phrase “I want to apologise” to the House of Commons, which watched in stunned silence.

Here was the Prime Minister of Great Britain, who wants to revive the glories of Empire caught in a more than complicated caper. He'd gone over the backside of isolation regulations and common law too, but who can put a delusional maniac like Boris Johnson in handcuffs? He is at the pinnacle of power. Who put him there? Of course, it was the British people who honoured him with that office. It is a symptom of the times the country is living in, a reflection of its own instability and lack of seriousness in state policy. And this guy is the one who with BREXIT took Britain out of the EU?

But let's be fair. Many of those who are stoning him today in the yellow media are those who supported him in bringing about BREXIT. Even more. Many of these are those who helped remove Theresa May from the scene when she lost her political asset, because she had lost her political capital months before (in part because of her failure to accuse Putin of poisoning with the “Skripal” charade) she had to leave office. The hypocrisy disgusts at real levels.

Johnson is now a buffoon in dire straits (like Woody Allen in one of his movies) and beyond clamouring for hollow apologies to Her Majesty, the Conservative Party is preparing and sharpening the guillotine to cut off his head and seeing what their political agenda will look like from now on without him.

As for foreign policy, the situation in which it is partnered with the US in Eurasia over Ukraine is getting very dangerous and there is honestly no chance that the Ukrainian army and its amateur reservists can stop a counter-offensive that could be triggered by some stupid move ordered by senile old Biden.  Oh yes, it will certainly be a counter-offensive as it will not be Russia that launches an attack but a response that would be disastrous for NATO.

According to informed sources in Washington, there is a strong arm wrestling match in the Democratic administration between those trying to de-escalate the situation and the neo-conservatives who seek war regardless of the human cost to Europe. And you know what the worst of it is, Boris Johnson supports these imbeciles to demonstrate his unconditional loyalty within the Atlantic Alliance. 

Even within NATO members, things are not as cohesive as they want to portray to the public. France and Germany have no intention of joining a nuclear adventure against Russia when it is clear that London and Washington are pushing Kiev to continue ignoring the Minsk Agreements and the second of these approved by the United Nations in February 2015. It is the american neoconservatives, supporters of war, who do not want Zelensky or anyone who comes after him to recognise the autonomies of Donetsk and Luhansk.

It is foreign minister Liz Truss who has put her finger on the problem after failing in her meeting with Russian Foreign Minister Sergei Lavrov and displaying an unforgivable ignorance of geography and general knowledge, no doubt a civil servant befitting the party-goer minister. The dangerous thing about this is that a government of idiots can only do idiotic things, and we know well that idiots are often more harmful than someone who is evil.

In the meantime, the Western press continues to instigate the rumour that Russia will carry out an invasion very soon, even as some New York media have done, predicting possible dates such as 16º February next, taking President Joe Biden himself as the source of this prediction. But this is more than a supposed scoop, it is a desperate psychological pressure operation that not only operates on global public opinion and the unwary Ukrainian citizens, but also on President Volodymir Zelensky himself, who is still not one hundred percent convinced of all this.

I respectfully warn Zelensky that what he thinks matters little to the Foreign Office here in London and no doubt the dogs of MI6 and special forces (under American orders) are already working tirelessly with the Ukrainian neo-Nazis to light the fuse.

But you know what is most worrying about this whole situation, is that it will be used by this lout (muttley) to use the crisis to save his political career by playing the role of the wartime “crisis leader” and believing himself to be the incarnation of the drunken Churchill.  What a drag!               

 

 

 

 

 

“ARGENTINA 

¿STAY BEHIND?”

Si realmente Alberto Fernández cumple con sus dichos en Moscú y pone en movimiento una política de verdadero acercamiento geopolítico a Rusia ¿Qué es lo que Washington y sus socios podrían hacer?

La necesidad tiene cara de hereje dice el refrán y la Argentina encaja perfectamente en él. La necesidad de salir del atolladero con el FMI, de encontrar liquidez en dólares para invertir en el país sin que el gobierno entre en una crisis política terminal, parece ser una misión imposible. Como se ve el panorama, el gobierno de Alberto Fernández se presenta muy complejo y tras su gira por Rusia y China en donde se ha comprometido más allá de esperable, le ha agregado el elemento de peligro.

Argentina no solo es un país económicamente quebrado y con una sociedad altamente polarizada, también es un estado completamente indefenso y que hace tiempo abandono la materia de seguridad como pilar de su política estratégica. No solo no cuenta con Fuerzas Armadas adaptadas a los nuevos peligros (gracias a la misma clase política que hoy predomina) sino, que no cuenta con una inteligencia dedicada a informar, prevenir y conjurar peligros potenciales sobre su soberanía. La crisis del Sars-CoV2 en 2019 (papara anticipar lo que realmente estaba ocurriendo) fue la última demostración de esta absoluta inoperancia reflejada en las palabras de un obtuso ministro de salud.

Pero esto podría cambiar si las palabras del presidente Fernández se hicieran realidad tomando las primeras determinaciones ejecutivas tendientes a ello. Las afirmaciones de Fernández como fue su ofrecimiento a Vladimir Putin para que “Argentina sea la puerta de entrada de Rusia en América latina” y sus compromisos con China que han quedado rubricado en más de una docena de convenios bilaterales, sin dudas ha desatado la sorpresa y la ira del peligroso sector neoconservador en Washington y de sus socios británicos.

Pero más allá de las amenazas y algunas propuestas puntuales para escarmentar al gobierno argentino como las presentadas por los senadores republicano Marco Rubio y el demócrata Bob Méndez ¿Es posible esto?, en referencia a un alineamiento con Rusia. Y en caso de serlo ¿Cómo podría lograrlo?

En cuanto a lo primero debemos decir que sí es posible siempre y cuando el gobierno de Alberto Fernández deje de lado la política de contingencia populista (de subsidios que perpetúan la miseria social) se organice (y eso significa deshacerse de los elementos díscolos) y diseñe una planificación estratégica de largo alcance (de la cual adelantamos no cuenta) que establezca la forma, los temas y los plazos temporales para que Argentina se transforme realmente en la puerta de Rusia en el Cono sur.

En lo que respecta a Rusia, Vladimir Putin no desdeña la propuesta de Fernández ya que la posición geográfica del país lo hace estratégicamente interesante, pero también es consciente de las limitaciones que aquejan a su colega argentino aunque si es cierto, que Moscú puede brindar un buen apoyo para que una empresa como la referida pueda concretarse si existen los pilares básicos para ello y sin lugar a dudas, uno de esos pilares es la “decisión política”.

Esta claro que sin decisión política y el apoyo sostenido de sus partidarios (peronistas), no sería posible semejante empresa. Pero algo es ineludible y eso es, la necesaria e ineludible convicción propia del presidente, basada en el carácter irreductible para afrontar la adversidad que dicha empresa le deparara ya que Washington y Londres tocaran todos los resortes para desbaratar esta empresa.

Pero solo con palabras no se construye una realidad, antes hay ciertas condiciones que se deben dar comenzar.

Sin dudas una de las áreas que primero debería ordenar Argentina es su economía (resolviendo de forma definitiva su deuda con el FMI) y paso seguido, la reestructuración de sus Fuerzas Armadas (guste o no a las organizaciones sociales inoperantes) y la organización de competentes y activos cuadros de inteligencia con objetivos enfocados a la tarea de trabajar sobre una realidad geopolítica en la que se halla el país reflejada en la ocupación de las islas Malvinas y del archipiélago del Atlántico sur. Solamente con esto último, se produciría una verdadera revolución dentro de las cloacas del estado, pobladas de todo tipo de organizaciones y facciones que trabajan para cualquier interés menos para los del estado argentino.

Si es real esta intensión ello representará un verdadero “salto hacia adelante” que no estará exento de un alto precio.

No hace falta decir que los anglófilos y sionistas capitalinos (disfrazados de “republicanos”) que secundan el relato de Washington no han ahorrado epítetos para atacar esta gira y las palabras del presidente. Mientras siguen llenándose la boca con el falso argumento de una “inminente invasión rusa”, tapan las inconsecuencias de los EEUU e Israel quienes por separado, pero en un mismo plan, tratan de jaquear los procesos de estabilización política propiciados por Rusia en lugares como Ucrania y Siria, empleando para tales fines el desarrollo de toda clase de operaciones arteras y criminales. Incluso Israel, quien en 2018 tras realizar una de sus incursiones asesino a más de una docena de soldados rusos al derribar un avión de transporte IL-20 que se preparaba a aterrizar en Siria, ha sido pillado nuevamente a comienzos de febrero por las Fuerzas Aeroespaciales rusas tratando de atacar a sus efectivos en el puerto de Latakia. Es por ello que las causticas acusaciones que aquellos sectores lanzan contra Rusia acusaciones y descalificaciones antes bien debieran explicar estas inconsecuencias que plagan sus discursos.

Alberto Fernández no debiera perder de vista estos antecedentes ya que, si hiciera honor a sus palabras, que no le queden dudas de que estos actores pondrán todo tipo de obstáculos y presiones a su proyecto. Para muestra de cómo proceden los amigos de los anglófilos locales, no hay que olvidar el espionaje electrónico masivo que la GCHQ británica había estado realizando sobre las comunicaciones argentinas detectado por casualidad hace unos años atrás y el no esclarecido hundimiento del submarino “ARA San Juan” que rápida y vergonzosamente fue encubierto por el entonces anglófilo gobierno de Mauricio Macri.

Retomar un camino realmente nacional implicaría desmontar todas estas complicidades y ello desataría la ira de los anglosajones quienes pondrían en marcha alguna de sus “operaciones democráticas” para convencer al gobierno que no debe seguir adelante.

Tender una red Stay Behind (Esperar detrás) podría ser una opción que Washington y sus socios de la OTAN podrían usar en Argentina. Esto fue implementado durante la guerra fría en toda Europa y más allá de las supuestas finalidades a las que estaba destinada, terminaron siendo utilizadas para operaciones criminales como fue el asesinato de opositores y funcionarios molestos.

Pero de que se trata esto. Es el montaje de grupos irregulares para llevar adelante operaciones encubiertas financiados y dirigidos por la CIA y el MI6 británico para sabotear a gobiernos que simpatizaban con el comunismo. Igualmente y pese a que ya no existe la URSS, los cerebros del Departamento de Estado y de sus agencias de inteligencia no dudan en continuar con estas tácticas clandestinas e ilegales y viendo la mentalidad retrograda de los sectores anglófilos locales, este tipo de montajes no sería nada difícil de orquestar.

Ello es muy probable si consideramos que los británicos y sus socios de la OTAN están de hecho ocupando territorio insular (islas Malvinas, Sandwiches y Georgias), la influencia política que ejercen desde la embajada británica en Buenos Aires y la complicada situación político-económica que sacude al país, son factores que no debieran pasarse por alto. Es un momento muy complejo en las relaciones internacionales y es por ello que Alberto deberá abrir bien sus ojos si en realidad quiere cumplir con sus palabras.
